The Coast Guard said the owner was working with a commercial salvage company to recover the vessel.
The State’s Marine Fisheries Division says the Tom Slaughter III is owned by Howard Monte Rome of Intershell International, based in Gloucester, and that the vessel holds scallop and shellfish licenses.
Rome could not be reached for comment. The ship’s home port was unclear, as Intershell has ships working in Gloucester, New Bedford and Hyannis, according to its webpage.
